Birmingham Mayor William Bell's 2013 State of the City address was delivered to the Kiwanis Club of Birmingham on Tuesday January 15, 2013, at the end of his 3rd year in office.
Bell's arrival at the Harbert Center was delayed by debate in the Birmingham City Council about his proposal to apply funds from the sale of city property near Railroad Park toward enhancements for Regions Field, under construction.
