Charles E. Townsend (born c. 1935) was principal of Jackson-Olin High School from 1977 to 1992. He was appointed to the Board of Commissioners for the Housing Authority of the Birmingham District in August 2008, succeeding Arthur Welch.

Townsend took over as chair of the Housing Authority on January 31, 2014. At the same meeting, the board voted 3-2 to dismiss director Naomi Truman. That action was overruled by Jefferson County Circuit Court Judge Carole Smitherman. Soon afterward, Mayor William Bell appointed Cardell Davis to take his place. With Davis' vote, the board reversed its dismissal of Truman.
