District 31

District 31 is a planned 600,000 square-foot mixed-use development on a 75-acre site near I-65's Exit 238 at U.S. Highway 31 in Alabaster, near the Propst Promenade.

Alumni Properties partnered with the Parkes Development Group of Franklin, Tennessee to develop the $242 million project. Williams Blackstock Architects provided conceptual design documents. The Alabaster City Council approved nearly $85 million in tax abatements and other economic incentives over 30 years to support the project.

Hobby Lobby was announced as the first tenant for the district in 2018, when the overall square footage was proposed to be 350,000 square feet. After delays relating to the COVID pandemic and fluctuating construction costs, as well as an increase in scope, on-site construction began in 2025.
