Flats on 4th is a 5-story, 86-unit apartment building which was constructed in 2017 on the 1500 block of 4th Avenue South in the Parkside district. It was developed by Watts Realty for $16.5 million. Hendon & Huckestein were the architects for the building, and Stewart Perry was the general contractor.

The complex would have had five floors with a separate parking deck. The developers later reduced the size of the project to four floors of units above ground floor enclosed parking garage. They also scrapped the planned fitness center and swimming pool, investing in larger room sizes and better sound attenuation between units, and also lowering rental prices to target a market not served by most newly-built downtown apartments. Other amenities for residents are secure package delivery lockers and a pet spa.
