Keith Wilson Kelley (born c. 1961) was formerly a Captain for the Alabama Department of Public Safety, responsible for the Alabama State Troopers' Birmingham post.

Kelley previously served as president of the Alabama Narcotic Officers Association.

Kelley was injured while responding to to a DUI report on Memorial Day, 2006. A Midfield woman died in the accident.

Kelley was promoted to Captain and given the Birmingham post in August 1, 2007.

On September 28 Kelley was arrested by officers of the Pelham Police Department and charged with sexual abuse and sodomy following an incident reported on September 26 by a 20-year-old woman identified as "C. C." who stated Kelley coerced her into performing sex acts with him after he observed her shoplifting at a discount retailer in Pelham. Kelley was immediately placed on unpaid leave. After an internal review of evidence, he was fired from his position with the ADPS. He was released from the Shelby County Jail after posting $200,000 bond.

In 2011, Kelley pleaded guilty to a misdemeanor sexual misconduct charge in Shelby County. He was sentenced to 365 days in the county jail, but it was suspended for two years probation.

Kelley was charged in a one-count misdemeanor civil rights violation filed in U.S. District Court in Birmingham on September 25, 2012, one day before the federal statute of limitations was to expire. Kelley plead guilty to the sexual abuse charge of the 20-year-old in December. During his sentencing hearing on March 28, 2013, his victim did not appear in court, but Assistant U. S. Attorney Staci Cornelius read letters from among several women who were at the hearing who say Kelley had inappropriate comments or contact with them during a two-year period after issuing them tickets. He was not charged in connection with his actions related to the other women. U. S. District Court Judge Virginia Hopkins sentenced Kelley to the maximum sentence of one year in federal prison and one year probation to be served afterwards.
