Plaque

Here's the text of the plaque at the current site:

"A bronze replica, one-fifth the size of the Statue of Liberty, was commissioned by Frank Park Samford as the symbol for the company he founded, Liberty National Life Insurance Company. Created by sculptors Archer and Lee Lawrie, the statue was cast in Sommerville Haut Marine, France, in 1956 and was placed atop Liberty National's home office building in downtown Birmingham and then moved to its present location and dedicated on July 4, 1989."

Height

I've seen 17 feet, 23 feet, 30 feet, 31 feet, and 36 feet as estimates of this statue's height. Until we find something definitive, I'm using the "1/5th scale" as corroboration for saying that the statue is about 30 feet tall from base to torch. Bertholdi's original is 151'-1", one fifth of which would come to 30'-2 5/8". The 23-foot reference may be to the top of her head, which would be 22'-2 1/2" at 1/5th scale.
