Zhaleh M. McCullers (born in Iran) is the Director of Stormwater Management for the Jefferson County Department of Land Planning and Development Services and the former executive director of the multi-jurisdictional Storm Water Management Authority.
McCullers earned her bachelor of science in civil engineering at the University of Texas. She is a naturalized citizen of the United States and has been married to Jim McCullers since 1987. She served as Environmental Project Coordinator for Jefferson County before the creation of the SWMA in 1997.
She remained with the SWMA until the county backed out of its participation in the program.
McCullers was elected President of the Southeast Stormwater Association in 2010.
