Block 83 is a Birmingham city block bordered by 22nd and 23rd Streets and by 2nd and 3rd Avenues North. It is bisected by 2nd Alley North.

By 1902 most of the south half of the block, facing 2nd Avenue (paved with stone blocks), was commercial stores while the north half, facing 3rd avenue (paved with gravel) was still divided into six residential lots. The 3-story Waters Building. built in 1887 at 209–2011 22nd Street was the only commercial structure north of the alley.

In the 1920s the northwest corner of Block 83 was redeveloped with a 1-story commercial building, and the Municipal Market was constructed on the northeast corner. That building was expanded in the 1940s for the U.S. Social Security Administration, and used in the 1970s–1990s as the Red Cross Building.
