The Morris Avenue storm sewer is a 5-foot diameter brick tunnel which was built by the City of Birmingham to carry stormwater runoff. The sewer, which was designed by the Birmingham City Engineer, ran for several blocks of Morris Avenue, then turned north on 18th Street to 1st Avenue North, then jogged a block west to 17th Street North, and from there to the Roden Canal.

Bids were opened for the work on August 27, 1889, but the lowest bidder was unable to secure a bond. Andrews & Connell were awarded a re-bid in September, pledging to complete the work for a sum of $10,692. They estimated that more than 5 million brick would be used in the project.
