Dr Billy J. Pack (born c. 1939) was the second superintendent of Leeds City Schools, serving from January 2004 until his retirement in June 2009.

Pack recieved his bachelor's and master's of education from Middle Tennessee State University, and his EdD from the University of Tennessee. He began his teaching career in 1964 with Manchester City Schools in Tennessee, moving to assistant superintendent of that system by 1979, and superintendent in 1987. He has also been superintendent of Pell City Schools in Pell City, as well as Peach County Schools and Polk County Schools, both in Georgia.

Leeds split from the Jefferson County School System in 2003. The board appointed Pack effective January 1, 2004 to replace Lee Henderson, the system's first superintendent.

During Pack's tenure, the system has built a new Leeds High School, renovated the former high school for Leeds Middle School, and renovated the elementary school. Pack announced his retirement, effective June 30, in January 2009.
