The Cement Block & Manufacturing Co. was founded in 1906 by former Pratt Consolidated Coal Company construction superintendent W. A. Watts.

The company manufactured concrete blocks, many with "split face" appearance, and constructed nearly 2,000 small "shotgun"-type homes to rent to area industrial workers. The business soon grew into the Oliver-Watts Construction Company.
