Charles D. Hart (born 1959 in Clay) is a veterinarian, owner of the Clay-Chalkville Animal Clinic, and was the first Mayor of Clay.
Hart earned his veterinary degree in 1985 from Auburn University and then spent a year and a half at the Buckhead Animal Clinic in Atlanta, Georgia. He returned to Clay to open his own clinic in 1987.
Hart was elected as Clay's first mayor on Tuesday, July 11, 2000 with 82 percent of the vote. He was re-elected in 2004 with no opposition on the ballot. In 2008, he was defeated by Ed McGuffie.
In 2009 Hart was fined by the Alabama Ethics Commission for taking three cubic yards of topsoil from a construction site using city labor to load his truck. He countered that the topsoil was surplus and that he had provided loads of chert and free use of his own equipment to the city over the years.
