James L. Stewart is a municipal judge for the City of Lipscomb.
Stewart attended Jefferson County Schools and earned his bachelor of science at Tuskegee University, a master's in business administration at Alabama A&M University, and a law degree at Miles College School of Law. He worked as a deputy in the Jefferson County Sheriff's Office and served as director of the Birmingham Department of Streets and Sanitation for 10 years before beginning to practice law. He was a prosecutor for Bessemer and city attorney for Lipscomb before being appointed to oversee its municipal court.
Stewart qualified as a candidate to fill the Birmingham City Council District 6 seat left vacant by Carole Smitherman in the 2013 Birmingham municipal election. He pledged to "end the gridlock" and promote sound fiscal policies, economic development, improved infrastructure and openness.
