Mayor's Office of Citizens Assistance (MOCA) is currently headed by co-directors Don Lupo and Frank Matthews. The office acts as a liason between the Mayor of Birmingham and its citizens. Lupo has been director since Bernard Kincaid took office. Matthews was added as co-director in November 2007 by incoming mayor Larry Langford.
