Biography
In the 1970s, Carter was an officer in the Adamsville Police Department.
Carter was a sergeant and Graysville's acting police chief on September 12, 2003 when the Jefferson County Personnel Board provided a list of candidates to fill the job permanently which did not include him. Although he had passed the police chief exam, he was outscored by other candidates. Mayor Wayne Tuggle initially refused to interview the other candidates, although he was forced to remove Carter from his acting chief position. In early February 2004, Tuggle reinstated Carter as acting chief, citing an emergency need. Given a February 20 deadline, Tuggle finally interviewed three of the candidates at 4:00 a.m. on February 19, but did not hire anyone before the deadline. Finally, in early March, the Personnel Board gave the mayor a new candidate list which included Carter and he was sworn in as Graysville's permanent police chief on March 16, 2004.
