Roosevelt Bell, Sr (born 1926 - died January 5, 2003) was a member of the Birmingham City Council, elected to an at-large seat in the 1985 Birmingham City Council election, and then returning as representative of District 8 in the 1989 election. He was narrowly re-elected in 1993 beating challenger Bernard Kincaid by only 31 votes. Kincaid won the seat in the 1997 Birmingham City Council election.
Bell is a graduate of Morehouse College. He was a long-time community activist, serving as president of the Bush Hills neighborhood and vice president of the Five Points West community.
