This really wants to either be a wide, short format or I need to figure out a way to slip it on the right edge when its inserted. *I've changed it to a version that'll float right. Unfortunately, doing this requires you to insert it wherever you want the top of it be. You can't specify where the bottom should go. So I moved it up to the top of the [[Birmingham City Council District 1]] as an example.
