Conlin V. Payne (born c. 1975) is a former police chief of Lipscomb.

Payne was arrested on October 26, 2008 on charges stemming from an October 2007 complaint stating that the child of an acquaintance of Payne's showed up at Children's Hospital with signs of physical abuse, allegedly perpetrated by Payne. He placed on leave after the arrest. He pleaded not guilty to the charges in December 2008.

In July 2009 Payne was fired by Mayor Melanie Bouyer. She claimed that her decision was unrelated to the criminal complaint. He filed a lawsuit for wrongful termination, but later requested its dismissal.

Payne was acquitted at trial in April 2010.
