Madam E. Tolbert

Madam E. Tolbert was a madam who ran a brothel on the northeast corner of Avenue B and 21st Street South in the 1880s.

The 1884 city directory named Mary Carter, Josephine Fuller, and Maggie Hagan as "boarders" in her house.
