The Jefferson County Sanitary Commission, commonly called the Jefferson County Sewer Commission, was created in 1901 by the Alabama State Legislature to plan and carry out the construction of the Jefferson County Sewer System. Under the law, the commission was granted the authority to levy a property tax of up to 0.5 mills to finance construction.

The first commission was appointed and met for the first time on [[April 19], 1901. They cast lots to determine their terms of office, which ranged from 2 to 10 years. Frank Y. Anderson was elected chair.
