The 1999 mayoral election for the city of Birmingham was held in 1999. Challenger Bernard Kincaid barely made a runoff with incumbent acting-mayor William Bell, and then upset him in a monumental defeat of former long-term mayor Richard Arrington's Jefferson County Citizens Coalition. 46% of registered voters participated in the election.
