The Birmingham Citizen's Advisory Board (CAB) is the highest body operating as part of the Birmingham Community Participation Program, first implemented in 1974. As designed, the board meets regularly with the Mayor of Birmingham, Birmingham City Council, and the heads of the various city departments.

The board is made up of the 23 presidents of Birmingham's Community Advisory Committees, which, in turn, represent the 99 Neighborhood Associations. The group held its first meeting in February 1975 and began the task of planning distribution of the city's first $5 million Community Development Block Grants from the U.S. Department of Housing and Urban Development.

In 2012 the CAB and City Council initiated parallel efforts to rewrite the city's Community Participation Plan.

The current president is Darrell O'Quinn. Vice-president is Myeisha Hutchinson and secretary is Adrienne Reynolds.
