Jack F. Bulow (born June 7, 1942 in Elmira, New York - died August 28, 2008 in Birmingham) was director of the Birmingham Public Library from 1993 to 2002.
Bulow graduated from Southside High School in Elmira, New York in 1960 and proceeded to join the U. S. Coast Guard. He earned an associates degree at Corning Community College in 1968 and then moved to Birmingham to pursue a bachelor's degree at UAB.
Bulow graduated from UAB in 1971 and began his Birmingham library career as an assistant bookmobile librarian. After completing his master's degree at the University of Alabama in 1973 he was promoted to associate director of community services. In 1977 he became associate director for branch library service and then moved to associate director for central library operations in 1990. In 1993 he was named director of the library and continued to serve as director until he retired in March 2002.
As director, Bulow emphasized public service to every branch and championed service and professionalism in his work with the Alabama Library Association and American Library Association.
