James W. "Jimmy" Morgan (born c. 1891) was a member of the Birmingham City Commission from 1937 until 1961. From 1953 until 1961, Morgan was the President of the Commission, and in essence, the Mayor of Birmingham. It was his patient efforts that led to the development of the Birmingham Zoo and Birmingham Botanical Gardens at Lane Park. The zoo was named in Morgan's honor for a time.
