Joseph Winters Perkins Jr (born c. 1951) is a lobbyist and political consultant. He is the co-founder, with Jeff Pitts, of Matrix LLC; and, with his wife, Amy, of Perkins Communications.

In late 2020 Pitts and a group of Matrix employees left to form a new consultancy, Canopy Partners, in Tallahassee, Florida. Matrix and Perkins filed a lawsuit against them alleging fraud, intentional interference with business relations and violation of the Alabama Trade Secrets Act. Pitts filed a separate lawsuit against Perkins alleging defamation and extortion.
