Joseph Winters Perkins Jr (born c. 1951) is a lobbyist and political consultant. He is the co-founder, with Jeff Pitts, of Matrix LLC; and, with his wife, Amy, of Perkins Communications.

In 2017 Perkins filed a defamation suit against Donald Watkins. He was awarded a $1.5 million judgment in August 2021.
