Thomas Tolbert (born c. 1921; died May 31, 2012) was a retired steel worker who served on the Bessemer City Council from 1986 to 1994.
Tolbert was a plaintiff in the 1983 federal lawsuit that required Bessemer to switch to a Mayor-Council form of government from a three-member City Commission.
