Frank Topping (born July 31, 1950 in Birmingham) is a retired Director of Institutional Advancement, Planning, and Development at Miles College and former official for the Alabama Department of Transportation.

Topping earned his bachelor's in business administration and a master's in management from Miles College and served in Operation Desert Storm. As a Civil Rights Officer and Director of Human Resources for the Department of Transportation, he created the department's Minority Contractors Program. He has also served on the Birmingham Civil Rights Board and the Jefferson County Workforce Development Board.

Topping is married to the former Adriene Balton.

In September 2013 Topping retired from Miles College. That December he ran, unsuccessfully, in the special election to fill the District 53 seat in the Alabama State House of Representatives left vacant by the death of Demetrius Newton.
