International Code Council

The International Code Council (ICC) is a non-profit organization which compiles and publishes model building codes adopted and enforced by governments to ensure public safety. Although the organization is based in Washington D.C., it maintains an Eastern Regional Office at 900 Montclair Road in Birmingham. Dominic Sims, who works from the Birmingham office, is the ICC's Chief Executive Officer.

The organization was formed in 1994 by combination of three regional model code groups: The Building Officials Code Administrators International (BOCA), The International Conference of Building Officials (ICBO), and the Birmingham-based Southern Building Code Congress International (SBCCI).

The Southern Building Code Congress was created in 1940 and developed and published the first Southern Standard Building Code (later shortened to Standard Building Code) in 1945. The organization kept offices on the 11th floor of the Brown-Marx Building, later moving to their present building on Montclair Road.

After the 1994 consolidation, the ICC's "legacy organization" collaborated on the development of the first "International Building Code", which was published in 1997 and has been widely adopted in the United States and its territories. The merger of the regional code groups into the ICC was completed in 2003.
