Phelan Flats is a duplex house at 1421 13th Place South near Phelan Park in Southside. Designed by architect Bruce Herrington, the building is said to be the first LEED-certified apartment building in Alabama. The property is owned by Herrington's Greenvine Properties.

The two 1,100+ square-foot 2-bedroom, 2-bath units feature 9-foot ceilings, R-15 insulation in walls, "blu-wood" anti-fungal treated lumber, and off-street parking. Herrington planned the project to qualify for a gold certification from LEED for Homes.
