Phillip Stancil Handley (born May 19, 1949) is an optometrist and former Mayor of Columbiana.
Handley is the son of Loyd Handley and the former Elda Mae Miller. He operates Columbiana Eye Care at 112 South Main Street. He married the former Shelia Diannie Lindley in 1980 and has three children.
Handley has served as president of the Shelby County Cattleman Association and vice-president of the Alabama Cattleman Association. In 2008 he proposed a "Cowboy Parade" to be held the day before the annual Shelby County Cattleman's Rodeo. That event has since expanded into Cowboy Day in Columbiana.
Handley restored the 1892 Joe Verchot residence as his home.
Handley later married Somsup Ann Handley. The "SS Barn", built in 2003 across from the house, is named for them. The couple were divorced in 2020.
Handley represented Ward 2 on the Columbiana City Council for one term from 2008 to 2012. He then defeated incumbent mayor Allan Lowe in the 2012 mayoral race.
Handley did not seek re-election in 2020, and David Mitchell was elected to succeed him.
