Steve Sayler was finance director for Jefferson County from 1989 to August 2007 and for the City of Birmingham from November 2007 until he resigned in November 2009. In his role with the county he evaluated bond issues and other proposals from investment advisors to the county and made recommendations to members of the Jefferson County Commission. In 2007 Sayler was subpoenaed to testify in the SEC investigation into Jefferson County bond swaps.
Latar that year he was hired by former County Commission president and new Mayor of Birmingham Larry Langford for the same position with the city. He resigned on November 2, 2009, shortly after Langford was convicted in federal court for accepting bribes related to the bond swap deals. Sayler testified in the trial.
