I'm curious why you renamed this page to "Health-Welfare Building"?  Every reference I've ever seen to it always refers to it as the "Jefferson County Public Health Building". JD Weeks worked in that building for many years and on his [http://jdweeks.com/rhwa.html  website], he has postcard picture of it that indicates "Public Health Building".
