Al.com references

Thank you for keeping the Birmingham Parking Authority article up to date, Keiser1962. I do appreciate your thoroughness in linking to The Birmingham News articles referenced at al.com. Unfortunately, News articles beyond blog posts are removed from that site after a month or so. Therefore, we have an unofficial – as best I recall, it's not officially stated anywhere – policy of not linking to them to avoid having to update the BhamWiki article after the reference article is removed.
