Act of Alabama 2023-356, also called the Alabama Brownfield Remediation Act created a "Brownfield Remediation Reserve Fund" and enacted liability protections to support the redevelopment of unused industrial sites.

Under the act, to be administered by the Alabama Environmental Management Commission and the Alabama Department of Environmental Management, provides incentives for property owners to voluntarily perform environmental hazard assessments, clean-up projects, re-use, and/or redevelopment of qualifying properties. Those incentives can include tax credits for contributions into the Remediation Reserve Fund, reimbursements from that fund for remediation or post-remediation work done in the public interest, and limits on the owner's liability that may be incurred by undertaking such work.

The act was introduced by Chip Brown (R-District 105) on April 25 as 'House Bill 378 in the Alabama State House by Representatives. It was amended and approved by the House Economic Development and Tourism Committee on May 3. After another amendment in the full body, it passed the House by a 92-0 vote on May 9. The Alabama State Senate version of the bill was co-sponsored by Rodger Smitherman (D-District 18) on May 11. It was favorably reported by the Senate Fiscal Responsibility and Economic Development Committee on May 17 and passed by that chamber on a 35-0 vote on May 24. The bill was signed by Governor Kay Ivey on June 1.
