Al.com references

Thank you for keeping the Birmingham Parking Authority article up to date, Keiser1962. I do appreciate your thoroughness in linking to The Birmingham News articles referenced at al.com. Unfortunately, News articles beyond blog posts are removed from that site after a month or so. Therefore, we have an unofficial – as best I recall, it's not officially stated anywhere – policy of not linking to them to avoid having to update the BhamWiki article after the reference article is removed. Thank you for letting me know about the site policy. I did think about that possibility and searched to see if the al.com articles became archived later on but found they did not. I was actually going to keep up with it on a daily basis and kill the link when the article died but I guess not linking to begin with it easier.
