While there, he advertised his services as a sperm donor to women needing help getting pregnant. Bill Johnson (born c. 1959) represented District 2 in the Birmingham City Council from 1997 to 2001.

Johnson graduated from John Carroll Catholic High School and earned his bachelor's degree at Spring Hill College in Mobile and. He also medical school at the University of Alabama School of Medicine in Birmingham. He worked with the Alabama Civil Justice Reform Committee on tort reform in the Alabama Legislature

Johnson worked on Bob Riley's congressional staff and had a leadership role on Riley's gubernatorial campaigns in 2002 and 2006.
