Murray earned a bachelor of science in business administration from Stillman College in 1975 and an associate degree in applied science/fire science from Jefferson State Community College. He attended the masters of public administration program at UAB and has also studied at Birmingham-Southern College. Murray also completed five years of management studies at Florida A&M University's Executive Development Institute.
Murray rose through the ranks of the Birmingham fire department and was promoted to chief by Mayor Bernard Kincaid, succeeding the retiring Raymond Brooks. In 2005 the International Association of Black Firefighters honored him with the Metro Fire Chief Award.
