Leonard grew up in Coosa County and graduated from Coosa County High School in 1977. He earned a bachelor of science in civil engineering technology at Alabama A&M University and a bachelor of science in civil engineering at Auburn University. He began working for the Alabama Department of Transportation while in college in 1979 and has spent his entire career there. He has experience as a project inspector and project engineer.
