Conlin Payne (born c. 1972) is the police chief of Lipscomb, currently on leave while he faces trial for child abuse.

Payne was arrested on October 26, 2008 on charges stemming from an October 2007 complaint, which stated that the child of an acquaintance of Payne's showed up at Children's Hospital with signs of physical abuse, allegedly perpetrated by Payne.
