David Wayne Horn (born January 5, 1959; died May 2, 2018 in Lipscomb) was a former volunteer chief of the Lipscomb Fire Department and member of the Lipscomb City Council.

Horn was the son of Thomas and Carolyn Horn. He worked for BellSouth for 29 years.

Horn died in a fire at his house on the 6400 block of 7th Street South in May 2018. The death is being investigated as a homicide. He was survived by three children and two grandchildren.
