The organization was formed in [[1994]] by combination of three regional model code groups: The Building Officials Code Administrators International (BOCA), The International Conference of Building Officials (ICBO), and the [[Birmingham]]-based [[Southern Building Code Congress International]] (SBCCI).

The Southern Building Code Congress was created in [[1940]] and  developed and published the first '''Southern Standard Building Code''' (later shortened to '''Standard Building Code''') in [[1945]].
