The Red Mountain Greenway and Recreational Commission was established by the Alabama legislature in 2006 to purchase, construct, maintain and operate the proposed Red Mountain Park, a 1,108 acre section of Red Mountain adjoining southwest Birmingham, east Bessemer and north Hoover.

As of January 11, 2007, seven of the commissions 15 appointed seats had been filled. Mayor Kincaid made his appointment on January 23, providing the quorum of 9 needed in order to complete the purchase of the property from U. S. Steel. A deadline of January 31, 2007 has been set for completing the deal.
