Percy McGowan (born c. 1951) is a steelworker and police chaplain.
McGowan attended UAB and the University of North Alabama and has a degree in religious studies from the Institute of Continuing Education in Nashville, Tennessee. He has served as president of the Jones Valley neighborhood and as a chaplain to the Birmingham Police Department.
McGowan was an unsuccessful candidate for Birmingham City Council District 7 in the 2009 Birmingham City Council election. He campaigned on a platform of public safety, communication and neighborhood revitalization.
