*Looks like you're right.  I had always heard stories about the county license plate designation being wrong (that it's not truly in alphabetical order, so 58 should be "Saint Clair" and 59 "Shelby"), but none the websites for St Clair County spell it out "Saint".  Oh well, my bad.
