William L. Harrison was a labor leader, member of the Alabama House of Representatives, and Commissioner of Public Utilities on the Birmingham City Commission from 1921 to 1925.

Harrison was an officer of the United Mine Workers of America and president of the Alabama State Federation of Labor, with offices in room 913 of the Farley Building. In 1921 he filed a complaint in the Birmingham Chancery Court seeking to have Conrad Austin's agents from the Alabama Law Enforcement Bureau restrained from following him.

As a legislator, Harrison introduced the Workmen's Compensation Act as well as bills to end the Convict lease system. On the City Commission he introduced an ordinance allowing the Birmingham Railway, Light & Power Company to increase rates for streetcars, natural gas and electric lighting.
