Winston E. "Wink" Chapman, Sr (born September 25, 1926 in Prattville, Autauga County) is a retired BellSouth employee and represents District 1 in the Center Point City Council, of which he is also President Pro Tempore.

Chapman is the son of Perry and Hettie Kilpatrick Chapman of Prattville. The family moved to Birmingham and he graduated in 1944 from Woodlawn High School before volunteering in the U. S. Navy. He served as a radioman, 3rd class in the Pacific during World War II and was discharged in June 1946.

In 1950 Chapman graduated from Howard College and went to work for the Exchange Security Bank of Birmingham (now Regions Bank). In 1955 he left and took a job with South Central Bell (now AT&T), where he remained for 30 years, retiring in 1985.

In 1966 Chapman and his wife, Reba, moved to Center Point and joined the First Baptist Church of Center Point. He has served as president of the Erwin Elementary School Parents-Teachers Association and as president of the Erwin High School Athletic Booster Club. He has also served on the Center Point Park Board and led the Center Point Action Committee which lobbied for tougher anti-prostitution laws and collected signatures for an incorporation vote for the community.

Chapman was elected to the City Council in 2004.
