Spencer W. Horn (born c. 1966) is the interim superintendent of Birmingham City Schools.
Horn earned a bachelor of science in biology and chemistry with a minor in history at UAB in 1988 and stayed to complete a teaching certificate in biology and chemistry in 1990. He completed a master of arts in education in 1993, a certificate in education leadership in 1995 and a Ph.D. in education technology, all at UAB, in 2005.

Horn has also served on the boards of the McWane Science Center, Alabama School of Fine Arts and Birmingham Urban Gardens and on the Keep Birmingham Beautiful Commission.
