Hendon Car Park was a parking lot located at the northeast corner of 2nd Avenue North and 21st Street North, built in 1962. Smaller buildings on the lot were demolished to make way for the lot. The lot was owned by Birmingham Realty and leased by Hendon & Co. which operated parking lots.

During the build-out phase, the Birmingham City Commission wanted to study passing a zoning amendment to prevent building new surface parking lots. Mayor Art Hanes and Commissioner J. T. Waggoner favored more study. Commissioner Bull Connor was against any more parking lots in downtown. Mark Hodo of City Federal Savings & Loan, stated there was a possibility the lot would be converted to multi-level parking deck with a pedestrian bridge over 21st Street connecting to the City Federal Building.
