Higley grew up in Wauwatosa, Wisconsin and graduated from Wauwatosa East High School in [[1967]]. He completed a bachelor's degree in Spanish and Portuguese history at Drake University in Des Moines, Iowa in [[1971]], having spent a junior year abroad at Durham University studying history and geography. He went on to earn a master's in business administration with a concentration in marketing at the University of Illinois in Urbana-Champaign in [[1975]]. He returned for a Ph.D. in urban geography in [[1991]].
